I have learned that God's word does not fail. His promises to people are conditional and may seem to fail because they choose not to accept the promise. For example it was God's plan for the children of Israel to be the leading nation of the world. Their life-style would be so attractive that nations from all over the earth would come to learn the secrets of their success.
This is the context of Isaiah 60:8 LB -- "And who are these who fly like a cloud to Israel, like doves to their nests?" The prophet had a vision of thousands of people flying to Jerusalem. That could have happened but it did not happen! Why did the prophecy appear to fail? The reason is that God's chosen people rejected the instruction of the prophets, killed many of them and ended up crucifying Jesus their would be King.
Nevertheless God's purpose will be fulfilled. God has a New Jerusalem in heaven with many mansions prepared for his people, and at the Second Coming the prophecy will be fulfilled. King Jesus will gather up all his faithful and obedient followers into the biggest transport cloud the world has ever seen and they will fly to the Holy City.
A thousand times ten thousand and thousands of thousands will fly like doves to their nest, and to their long hoped-for rest!
What a rest that will be! A rest from the works of the flesh; envy, strife, anxiety, war, deceit, and destruction. That kind of work is over. The Sabbath peace of God will last for eternity.
The weekly Sabbath will continue as a day of praise, worship, and fellowship as people from all over the world fly into the Holy City.
Isaiah 66:22. "For as the new heavens and the new earth which I will make shall remain before Me,'' says the Lord, "So shall your descendants and your name remain.
23. And it shall come to pass that from one New Moon to another, and from one Sabbath to another, all flesh shall come to worship before Me,'' says the Lord."
The very soil of this world will have a Sabbath rest.
For almost 6000 years man has sown the earth with the seeds of sin; and he has reaped bloodshed and sorrow. But God has promised a 1000 year period when the earth will lie fallow.
Many Bible scholars believe the command to work the land 6 years and let it rest the 7th year was a type pointing forward to the 1000 year millennial rest that would follow after the 6000 years of earthly works.
Notice Henry's Concise Commentary on Exodus 23:10-11: --
"Every seventh year the land was to rest. They must not plough or sow it; what the earth produced of itself, should be eaten, and not laid up. This law seems to have been intended to teach dependence on Providence, and God's faithfulness in sending the larger increase while they kept his appointments. It was also typical of the heavenly rest, when all earthly labours, cares, and interests shall cease for ever. "
God's original plan for mankind was one of love, joy, peace, faith, hope and happiness. Even though disobedience and rebellion have delayed the plan of God, the plan will be accomplished.
After the 1000 year period of Revelation 20 is over this planet will be renewed to its Eden glory. The capital city New Jerusalem where the throne of God is located will be moved to this world. And then the representatives of the other worlds will bring their gifts and tokens of love to the King of kings and Lord of lords.
The prophecy: -- "Who are these who fly like a cloud, and like doves to their roosts?" will find its ultimate fulfillment.
